Hattha Kaksekar Limited (HKL) is one of Cambodia's largest and most successful microfinance institutions (MFIs), providing microfinance services to poor people, particularly women, in urban and rural areas. Hattha Kaksekar (HK) was established in May 1994 by OCSD/OXFAM-Quebec, a Canadian organization, and became a Non-Governmental organization (NGO) by registering with the Cambodian Ministry of Interior in November 1996. In April 2001, HK NGO registered with the Ministry of Commerce as limited company, thus creating HKL. By October 2001, the National Bank of Cambodia (NBC) had completed a thorough inspection of the organization and granted a three-year microfinance license to HKL. Then in 2007, NBC approved HKL to be a permanently licensed MFI in Cambodia.

Having operated for more than a decade, HKL has full experience lending to poor families in rural and urban areas. From 2004 to the end of 2007, HKL disbursed loans totaling US $40,161,258 to 62,818 target clients. At the end of 2007, HKL had a portfolio of loans outstanding totaling US $14,165,339 to 23,253 active borrowers. The overall loan portfolio is 72% female and the portfolio-at-risk is only 0.26%. HKL is dedicated to continuing this level of success as it further matures and expands to serve additional regions within Cambodia.

HKL is committed to helping its clients achieve their business ambitions by providing sound financial services, and thereby hopes to contribute to the social and economic development of Cambodia. Its mission is to improve income in agricultural, commercial and manufacturing enterprises throughout Cambodia, by providing loans at reasonable interest rates and encouraging savings. HKL specifically targets women and poor families in order to help them achieve increased financial security and quality of life.

HKL is proud of its excellent service and dedication to its clients. It provides loans through two lending methodologies: (1) group solidarity guarantee, and (2) individual lending with flexible repayment. Loans have been provided to all sectors of business including agriculture, transportation, and construction.

As its operations have become more efficient, HKL has expanded its operating footprint by opening branches and sub-branches in potential provinces and districts. HKL has used diligent market research and an aggressive expansion strategy, and by March 2008 has successfully opened 9 branches, strategically located in provinces around the Tonle Sap Lake. HKL expects to operate throughout the country by the end of 2011.

In accordance with its mission and its commitment to operational and financial sustainability, HKL is willing to contribute part of its net profits every year to support the social development in education and health care. Details about upcoming social development projects will be announced as they are finalized and implemented.
